The Municipality of Elena is abundant in water resources. The mountainous springs flow into the bigger rivers: Vesselina, Kostelska, Elenska, Miykovska and Bebrovska which are tributaries of Zlatarishka River. The currents direction is from south to north.

Twenty years ago Vesselina River accommodated Yovkovtsi Dam. The latter is situated on the territory of the municipality of Elena and supply with water more than 25 villages, towns and cities- such as Veliko Tarnovo, Gorna Oryahovitsa, Lyaskovets, Zlataritsa, Elena, etc…

The dam offers great opportunities for sport fishing. There are eight micro dams used for watering, fish-farming and fishing.
